Steve Twist serves as Vice President and General Counsel for Services Group of America, Inc., a privately-held corporation with industry-leading companies in foodservice, real estate and other services. Headquartered in Scottsdale, the company is one of the largest private companies in Arizona. SGA employs more than 3,000 associates nationwide.

Mr. Twist served for 12 years, from 1978 to 1991, as the Chief Assistant Attorney General for the State of Arizona. He was the principal legislative staff author of the Arizona Criminal Code (ARS Title 13, effective October 1978). He is the author of the Arizona Victim’s Bill of Rights (Ariz. Const. Art. 2; § 2.1), and the Arizona Victims’ Rights Implementation Act (Title 13, Chap. 40).

He is a principal author of the Scott Campbell, Stephanie Roper, Wendy Preston, Luarna Gillis, Nila Lynn Crime Victims Rights Act (HR 5107, Title 1; 18 U.S.C. §3771).His testimony and other selected writings on victims’ rights are available at

He is co-author of Victims in Criminal Procedure, 3d Ed. (Carolina Academic Press, 2010), a textbook in crime victim’s rights law.

Mr. Twist has a B.A. degree in Political Science (‘71) and a J.D. (‘74) from Arizona State University and an AV Preeminent rating from Martindale Hubbell.
