Abstract

President Nixon, in his Statement on the Federal Policies Relative to Equal Housing Opportunities, articulated the housing policies of the Administration. Drawing a sharp distinction between the housing problems of the poor and those of minorities, the President insisted that land-use problems affecting low-income housing opportunities are essentially local rather than national in nature, and therefore the primary national effort should attack racial discrimination rather than restrict low-income housing development. In this Article, Professor Schroeder analyzes the President's Statement, compares it with the current housing situation, and, finding that racial discrimination and poverty are inseparable and that the housing problems they engender are of national concern, concludes that the Administration's policies not only run counter to the measures needed to deal with these important problems, but reverse steps which Congress has already taken toward solving them.
