A major goal of the Obama Administration, as well as many other groups and authors, is to wean the U.S. from its dependence on fossil fuels by promoting energy efficiency and renewable sources of energy. This research seminar considers what legal policies and instruments may be available to accomplish these policy goals. The course will begin with the arguments that a transformation of the U.S. energy system is needed for environmental as well as other reasons. Other cross-cutting goals such as national security, economic development and decreasing dependence on foreign sources of energy will also be considered. Next the course will explore past attempts to develop and implement a national energy policy and to promote various technologies. Then we will consider various existing policies and subsidies that discourage efficiency and renewable energy. Finally we will consider successful models, including Germany and California, and various proposals and suggestions to promote energy efficiency and green energy.
